This is because when you install the game, it detects whether your system is using 7.1 surround or stereo and will set your game config file to use that setting. Over 100 hours in game and I just realised my sound configuration was wrong, which is why I've only been hearing sounds as being close, and which general side they're on, instead of being able to detect sounds above, below, slightly behind, etc.
